There's nothing wrong with saying "I'm doing XYZ project for the sheer fun of it / experience / whatever
I agree with you there. However, I don't think that's what our author is speaking to. I personally have received a great many requests for free artwork.
Like... a lot. To the point where it becomes offensive. The vast majority of these requests were not artistic souls looking to work on a project which would be at least fun and at best profitable to both of us, but rather things like "could you design a logo for me?" or "could you draw a cool dragon for the cover of my book?"
I think that this experience is regretably widespread in the art world and I think that's what our author is getting at.
Most of the venues that I am a part of have a means for people to make requests of free artwork that is seperate from the 'more legit' paying gig requests because there are those that are perfectly valid. They just tend to be (dramatically) the minority.
